The Torbay and Devon Safeguarding Adults Partnership (TDSAP) was founded in 2021 by Devon County Council and Torbay and South Devon NHS Foundation Trust as a requirement of the Care Act 2014. It provides strategic leadership for safeguarding adults across Torbay & Devon.
